In May 2019 national planning regulations will change, and a system of prior approval will replace the existing need for planning permission for change of use from offices to residential. The Society is concerned that offices should not be converted to residential without planning permission, and therefore supports the decision of RBKC to make an Article 4 Direction to ensure that these new permitted development rights will be disapplied in relation to the whole Borough before they come into force.
The Society also supports a similar Art. 4 Direction made by RBKC to prevent the change of use of light industrial premises to residential, without planning permission. In Chelsea this Direction will apply to the Lots Road Employment Zone, and Chelsea Cloisters.
