Very good news – this means that all basement applications that are waiting to be determined and all subsequent applications will face a tougher set of criteria – 1 storey only, not more than 50% of the garden, etc. See the Inspector’s report is here.
The only thing that was not supported was the policy for retrofitting the whole house to Ecohomes/BREEAM standards to offset the carbon emissions associated with basements.
